I assume that your fingers do the same thing as mine on the keyboard -- the left hand thinks "at the end of 2006" and the right hand thinks "almost the beginning of 2007" and together they type "and now it is at the end of 2007." Your point, however, is well-taken. FEMA has always been an incompetent bureaucracy and the current set of dunderheads are mismanaging things in the grand federal government tradition. The level of bureaucratic stupidity that does stuff like this is in the layers of professional bureaucrats, not the top layer of political appointee jerks. Once upon a time we had civil defense -- federal infrastructure and funding combined with state and local governments and local volunteers. But the great and wise federal government had to dump civil defense and replace it with a professional bureaucracy. Yeah, that's worked out just great so far, hasn't it?
