I would be interested in who this man's Senator and Congressperson are and what they are doing to help their constituent. Either or both of them would be able to help this poor guy get the documents he needs, if nothing else. This needs publicity. In government, things tend to change when they know that people are watching and aware. Your readers should know that they can help this guy out by emailing the reps and the editor of the paper.
